Richard E.Brown Jr., M.D.
Training
Dr. Brown received his Bachelors of Science Degree from Ouachita Baptist Universit where he graduated Magna Cum Laude. He earned his Medical Degree from the University of Arkansas College of Medicine and completed his Ophthalmology Residency at the University of Missouri at Kansas City. Dr. Brown trained under Dr. Daniel Durrie of Kansas City, a national leader in refractive surgery, to learn the LASIK procedure.
Refractive/LASIK Experience
Dr. Brown has been performing refractive surgery since 1992 and has continually advanced his skills in this exciting area. When the Excimer laser became available in 1995, Dr. Brown was among the first surgeons in Arkansas to use this more precise method of refractive surgery to improve distance vision in nearsighted patients. Desiring to know what it was like to be a refractive patient, Dr. Brown had the LASIK procedure himself, and has 20/20 vision without glasses. Since then, Dr. Brown has performed more than 4,000 LASIK procedures, given LASIK talks to eye doctors throughout Arkansas and has trained other eye surgeons in the procedure.

Edward M. Penick III, M.D.

Edward M. Penick III, M.D., board-certified ophthalmologist and surgeon at TLC Laser Eye Centers of Little Rock, is committed to clinical excellence and providing his patients with the highest level of personal, compassionate care.
Training
Dr. Penick’s education began while studying Genetics and Physics at the University of New South Wales, Sydney, Australia. Dr. Penick then received his Bachelors of Science in Biology Degree from Davidson College, Davidson, North Carolina in 1998. He then went on to earn his Medical Degree in 2002 from the University of Arkansas for Medical Sciences. In 2006, Dr. Penick completed his residency training in ophthalmology at the University of Missouri at Kansas City, where he served as Chief Resident.
Experience
Dr. Penick specializes in the medical and surgical treatment of the eye, including LASIK, cataract and glaucoma surgery. He has been performing refractive surgery since 2005 and continues to stay abreast of the latest, most advanced technology. Dr. Penick is also actively involved in clinical research. In 2006, he presented an ARVO poster on the pioneering use of Mitomycin-C for haze in PRK.

Dr. Penick is Board Certified by the American Board of Ophthalmology and is an active member of several medical societies including the American Society of Cataract and Refractive Surgery, the American Academy of Ophthalmology, the Arkansas Ophthalmological Society, and the Arkansas Medical Society.
Interests
Aside from spending lots of quality time with his family and being involved with his church, some of Dr. Penick’s interests include fly fishing, fitness training, golf, snow skiing and Arkansas duck hunting.
Charity Hertzog, O.D.

Training
Dr. Hertzog graduated from the University of North Carolina at Chapel Hill where she received her Bachelors of Science Degree in Clinical Laboratory Science. Continuing her optometric education, she received her Doctor of Optometry Degree from Southern College of Optometry in Memphis, TN where she graduated Magna Cum Laude. Dr. Hertzog completed her residency in Primary Care Optometry, with an emphasis in ocular disease, at Memphis Veterans Affairs Medical Center in Memphis, TN.
Refractive/LASIK Experience
Upon completion of her residency, Dr. Hertzog joined TLC Laser Eye Centers as the Clinical/Executive Director. As Clinical Director, she supervises all aspects of the clinical operations and network of referring doctors. She actively participates in continuing education seminars for doctors and LASIK education seminars for patients.
