Dr. Thomas S. Tooma currently limits his practice to refractive surgery. He has performed over 80,000 surgical procedures. As a principal investigator in excimer laser technology, he has taught hundreds of eye doctors refractive surgical procedures and has certified many ophthalmic surgeons in excimer laser surgery. He has been a participant and an invited speaker and surgeon at many national and international meetings.

He has been featured in the Los Angeles Times, KCBS, and national ophthalmological publications such as Ocular Surgery News and Ophthalmology Times. Other prominent ophthalmologists have selected Dr. Tran as their surgeon of choice to conduct laser surgery for their own patients.
Patients come to see Dr. Dan B. Tran from all over the world. Dr. Tran specializes in surgical vision correction including; LASIK, IntraLase, PRK, Intacs, Intraocular Lens and corneal transplant procedures. Dr. Tran has performed thousands of LASIK and IntraLase surgeries. Dr. Tran is one of the first surgeons in the world to perform the all-laser, bladeless IntraLase procedure, and the first surgeon in the United States to pioneer the use of the IntraLaseTM FS laser system in conjunction with the IntacsTM intracorneal ring segments for the treatment and management of keratoconus.
Dr. Dan Carver has served as the Regional Optometric Liaison for TLC Laser Eye Centers of Southern California since 1999. He addresses various administrative and clinical issues for over 500 affiliate optometrists in the TLC network. Dr. Carver is also part of the clinical team at the Newport Beach facility. Dr. Carver is a regular contributing author for several clinical publications and an active continuing education lecturer in refractive surgery and related topics.
Dr. Carver completed his undergraduate education with honors at the University of Utah and graduated cum laude from the Southern California College of Optometry (SCCO) in Fullerton, CA in 1977 where he earned his Doctor of Optometry degree. He has been a faculty member in clinical education at the institution since 1980. As an Adjunct Assistant Professor, Dr. Carver currently acts as chief of the refractive surgery rotation at TLC, Newport Beach for fourth-year optometry students.
Dr. Carver has a successful private professional practice at the Warner Village Medical Center in Fountain Valley, CA where he specializes in contact lenses, refractive surgery co-management, and treatment of ocular disease. He has been a clinical investigator for various contact lens companies such as Allergan, Alcon, and Menicon. He regularly serves as an expert witness in various malpractice actions.
Dr. Carver enjoys an active family life with his wife, Debra and their three sons. He is very involved in golf, backpacking, and playing the 5-string banjo.
Amy T. Vu, O.D. is the Clinical Director for TLC Newport Beach. She graduated from Nova Southeastern University, Fort Lauderdale, Florida, in 2003. Dr. Vu received her Bachelor of Science in Biology at the University of California, Irvine in 1999.
Dr. Vu provided comprehensive vision, contact lens examinations, low vision and vision therapy/ behavioral optometry in family eye care, before specializing in refractive surgery for the past 3 years. Dr. Vu has managed numerous Lasik patient’s pre and post operative care. Dr. Vu enjoys working with patients and provides exceptional care assisting patients achieve the best outcomes possible. She is a welcome addition to the TLC family.
Dr. Vu is CPR and injection certified. She is also experienced in state-of-art technology, such as refractive lensectomy, Intacs, ICL, Intralase, and Wavefront.
In addition to English, Dr. Vu speaks Vietnamese and Spanish. She resides in Orange County, and enjoys gardening and baking.
George Shunda, O.D. is the Clinical Optometrist for TLC Newport Beach Center. Dr. Shunda graduated from Illinois College of Optometry. He completed his clinical training in 1990 at the Illinois Eye Institute, which is one of the nation’s leading eye clinics and research centers. The Institute is also affiliated with the University of Chicago’s department of ophthalmology and visual science. Dr. Shunda has worked with Dr. Tooma and other refractive surgeons in Orange County since the mid 1990s and participated in the care of thousands of surgery patients.
When Dr. Shunda is not seeing patients, he enjoys spending time with his wife and young son. He is a native of California and currently resides in Newport Beach. His passions include surfing, traveling and fishing.
Dr. Julie Chen is a Clinical Optometrist at TLC Newport Beach, CA. She graduated from the University of California, San Diego with a Bachelors Degree in Biochemistry, and went on to receive her Doctorate of Optometry from the University of California, Berkeley.
Dr. Chen spent the first couple of years of her career practicing in a refractive surgery center, specializing in pre and post-operative care. She became a managing optometrist for Lenscrafters in San Diego and Laguna Hills. While practicing for Lenscrafters, Dr. Chen provided comprehensive eye exams and contact lens fittings. She was also involved in the Gift of Sight (GOS) program which provides thousands of free eye exams and glasses to patients in need.
Dr. Chen has been a speaker at numerous optometric conferences and is a member of the American Optometric Association.
Dr. Chen is excited to be a part of the TLC family. She is dedicated to help her patients achieve the best eyesight possible. Dr. Chen resides in Southern Orange County with her husband, Josh. She is the proud mother of two daughters, a 10 month old daughter named Alyssa and a 7 year old daughter named Mirakel. She enjoys hiking, snowboarding, and traveling.
